Toner or 化妝水, what is the difference?

None, they are two names for the same step. In HK you will see 爽膚水 and 化妝水 used interchangeably for the liquid you apply straight after cleansing. This one is a slightly acidic (subacid) water toner, which means it is formulated to bring skin back to its natural pH after a cleanser has pushed it up.
