Toner or 化妝水, what is the difference?
None, they are two names for the same step. In HK you will see 爽膚水 and 化妝水 used interchangeably. What matters is the type: this is an essence-type milky toner, richer than a water toner, so it doubles as a light first moisturizer on dry days.

How to Use
After cleansing, apply an appropriate amount to face with a cotton pad or clean hands. Follow with your serum. On dry days, use it twice, pressing the second layer in.
